Manny Pacquiao Opens US Promotional Base to Challenge PBC and Top Rank

Manny Pacquiao has officially launched his own promotional company in the United States — but World Boxing News has learned the eight-weight champion is also finalizing his own return to the ring.

The Filipino icon, who last fought professionally in July when drawing with WBC ruler Mario Barrios, has opened talks with WBA welterweight champion Rolando “Rolly” Romero about a comeback bout scheduled for December in Las Vegas. Sources close to the negotiations confirm discussions are advancing, with Pacquiao eyeing another U.S. showcase as part of his new venture.

Vision for the Next Generation of Fighters

Pacquiao Promotions, or MPP, has now launched its online presence at MannyPacquiaoPromotions.com, aiming to create a new platform for fighters worldwide. The 46-year-old, who has juggled boxing superstardom with a political life in the Philippines, says his vision is to build opportunities for the next generation while continuing to shape the sport from within.

“It is an honor to bring Manny Pacquiao Promotions to the U.S.,” Pacquiao said. “Some of my most unforgettable moments happened inside American rings. Now, I want to help create those same moments for today’s fighters. Through talent-stacked events and an elite platform, we’ll showcase the rising stars and seasoned warriors ready to capture the world’s attention.”

The New MPP Leadership Team

Behind the brand is a leadership team with decades of experience. Sean Gibbons, Pacquiao’s trusted adviser, will serve as President, while Hollywood executive Tony Cohen will take on the roles of Chief Financial Officer and Vice President. Cohen is already working on a new independent pay-per-view platform and negotiating with over 25 casinos and arenas to bring championship boxing to both coasts.

“We’re building more than just a promotion,” said Cohen. “We’re building an empire. I’m proud to stand alongside Manny and Sean as we launch a global brand that puts fighters and fans first.”

Brendan Gibbons, Sean’s son, will serve as lead matchmaker, having already built two title fights for the company’s early schedule.

Historic ‘Thrilla in Manila: 50th Anniversary’ Card

Before the potential Romero fight in December, MPP is focused on a monumental event: the “Thrilla in Manila: 50th Anniversary” card on October 29, 2025. This historic show commemorates Muhammad Ali’s iconic battle with Joe Frazier in 1975, and is headlined by several high-stakes bouts.

The card features WBC Minimumweight World Champion Melvin Jerusalem defending his title against Siyakholwa Kuse. Middleweight action sees Eumir Felix Marcial battle Eddy Colmenares for the WBC International Middleweight Championship, while former unified world champion Marlon Tapales takes on Nadir Baloch.

Ali’s Grandson Returns to Manila

Adding a profoundly personal and global element, Nico Ali Walsh, grandson of Muhammad Ali, will take center stage on the historic card. For the young light-heavyweight, stepping onto a card named after his grandfather’s most famous fight is more than symbolism—it’s personal. His appearance is poised to provide the young prospect with a global stage to showcase his own skill, carrying the weight of a legacy while building his own. The card also features rising Filipino talent in Carl Jammes Martin, taking on Aran Dipaen.

Romero: The Target for a Comeback Fight

Pacquiao, however, is not leaving the fighting to others just yet. WBN understands his team views a clash with Romero — the outspoken WBA Welterweight Champion — as both a lucrative and competitive return fight, one that could headline his December show in Las Vegas.

If completed, Pacquiao’s comeback would send further shockwaves through the sport, reigniting his status not just as a promoter but as an active global attraction. For now, the living legend is balancing two worlds: building a new empire in the boardroom while lacing up the gloves for one more night under the lights.
