The Tampa Bay Rays have promoted Hamilton Marx to Vice President, Assistant General Manager, Samantha Bireley to Director, Baseball Operations, Jeremy Sowers to Director, Major League Operations, and Danielle Dockx to Director, Position Player Programming, the club announced today.
“We’re committed to constantly evolving as an organization,” said Rays President, Baseball Operations Erik Neander. “These promotions strengthen our ability to handle the daily challenges of our industry while also giving us space to focus on what is truly important to us—supporting our players and staff, fostering trust, and pushing forward with new ideas.”
In his new role, Marx will oversee all amateur scouting, both domestic and international, while continuing his work with baseball process and strategy and leading the Rays efforts in contractual matters and salary arbitration. He will also continue to focus on all areas of player acquisition and roster planning, coordinating with the club’s research and development, scouting, and player development departments. Coming off his 11th season with the Rays since joining the club as a baseball operations intern in 2015, Marx has also served as Vice President, Baseball Process and Strategy (2025), Director, Baseball Operations (2021-24), Assistant Director, Amateur Scouting (2019-20), Analyst, Amateur Scouting (2018) and Assistant, Baseball Operations (2016-17).
Bireley (BYE-err-lee) will collaborate closely with Neander and the club’s four Vice Presidents, Assistant General Managers on major league roster logistics, contracts and general oversight while serving as a liaison between the Rays and Major League Baseball for rules and regulatory compliance. She has spent the last three seasons since 2023 as Assistant Director, Baseball Operations after previously holding the roles of Manager, Baseball Operations (2022), Manager, Baseball Administration (2019-21) and Administrator, Amateur Scouting (2014-18) throughout her 12-year tenure in the Rays Baseball Operations Department.
In addition to his preexisting responsibilities supporting the management of the major league roster, Sowers will oversee the club’s advance scouting and major league video efforts. He has held the role of Assistant Director, Major League Operations for the last three seasons (2023-25) after serving as Manager, Major League Operations (2020-22), Coordinator, Major League Operations (2019) and Assistant, Major League Operations (2017-18).
Dockx (dox) will oversee the creation and execution of individualized development plans for the organization’s minor league position players, collaborating across all areas of player development to ensure consistent and effective implementation. She has previously held the roles of Assistant Director, Player Programs and Integration (2024-25), Coordinator, Baseball Development (2022-23) and Assistant, Baseball Development (2019-21) since joining the organization as a Baseball Operations Fellow in 2018.
